The Climate and Community Institute is a climate and economy think tank rooted in climate, racial, and class justice.
We seek a full time Housing & Communities Policy Manager to bolster our capacity for visionary housing research that sets the agenda for green housing policy and supports progressive advocates and organizers. The ideal candidate will have a combination of research, policy, and organizing skills; strong working knowledge of housing, building decarbonization, and climate policy; and interest in working directly with movement partners to build power and advance housing and climate justice together. This position will report to the Housing & Communities Director and sit in CCI’s Research Department.

About the CCI Housing & Communities Portfolio:
At CCI, our housing & communities portfolio covers three critical areas of intervention to guarantee green, climate resilient and affordable housing for all: (1) tenant rights and climate resilience in the multifamily rental market; (2) green social housing and industrial policy for housing; and (3) the home insurance crisis. We aim to make an impact in these issue areas by influencing new legislation, implementing the best versions of existing policy, supporting coalition-building, and generating narrative change. Our research has informed green social housing proposals like the federal Homes Act and Green New Deal for Public Housing; organizing campaigns for the Tenant Union Federation and labor unions; and home insurance policy at the state and national level.
While all of the areas of housing work are growing at CCI and we welcome applications with expertise across these areas, we are especially keen to bring on a new team member who can expand our work on:
- Green social housing policy: efforts to decommodify and decarbonize the US housing stock, including the financing and implementation details of new and proposed green social housing programs at the state and local levels.
- Green industrial policies for housing: efforts to overcome market misalignments and silos between labor, manufacturers, government and financing actors that prevent the creation and rehabilitation of affordable, union-built green housing.
Essential Duties and Responsibilities:
- Strategy Development: Work with CCI staff and fellows to set the research and policy agenda for the housing & communities policy portfolio aligned with CCI’s strategic goals.
- Research & Writing: Conduct research and writing for different audiences, ranging from public officials and movement leaders to a general audience. Research products would range from in-depth research reports and policy briefs to op-eds.
- Project Management: Manage a range of projects from ideation to rollout, coordinating with staff, fellows, and external researchers. Coordinate community and peer review processes for all research production to ensure high validity of research content and alignment with movement demands.
- Coordinate with Fellows & Contractors: Build relationships with CCI’s research fellows and contractors, and work with them on research projects throughout the process.
- Relationship Building & Media: Build relationships with grassroots activists and organizers, academics and researchers, and policymakers to advance goals. Publicly represent the organization externally and in the media.

Education and/or Experience:
- Five plus years of research or policy experience, with deep expertise in housing and climate justice.

- Recognizes how their identities show up in the work, and welcome, reflect on, and act on feedback with an eye toward continuous learning about race, gender, ability, and other lines of difference.
- Issue Area & Research Expertise:
- Interest and expertise in one or more aspects of green housing policy (green social housing, residential decarbonization, industrial policies for housing, green housing construction, housing finance), ideally with a particular focus on creation and preservation of green affordable housing supply.
- Experience working in the affordable housing sector, with labor unions, with housing organizers, and/or governments implementing affordable housing or residential decarbonization policy.
- Strong written and verbal communications skills, including the ability to communicate across a range of stakeholders including movement allies, scholars, policymakers, unions, etc.
- Campaigning Mindset:
- Has a campaigning mindset, contextualizing research projects within the political economy and CCI’s partner ecosystem. Familiarity with local, state, and federal policymaking issues that affect housing justice, residential building decarbonization and climate resilience.
- Ability to coordinate with multiple partners and proficiency navigating social movement and stakeholder dynamics.

- A resilient and flexible team player who is a fast learner and can handle a fast paced, highly collaborative team culture.
- Able to work with fellows, staff, and partners spread across multiple geographies and willing to support colleagues on work not directly related to housing.
- Effective time management skills, including prioritizing and managing multiple projects, with light supervision.
Organizational Relationship: The Housing & Communities Policy Manager reports to the Housing & Communities Director, and collaborates with other staff, consultants, fellows, and partners.
Location: This is a fully remote position with the selected candidate needing to be located within the United States. Travel requirements vary for this role, but generally expect no more than one week of travel per month.
Time: This is a full-time, exempt position working an average of 40 hours a week. At times, evening and/or weekend work may be needed to complete tasks.
Physical Demands: Ability to work at a computer for 8 hours per day. Also, requires frequent communication with others including hearing and speaking clearly with adults. Compensation and Benefits: Salary is $108,000. We offer a comprehensive benefits package that includes employer-paid health, dental, and vision insurance, a 4% employer match 403b retirement account, and paid holidays. Paid time off also includes 3 weeks of office closure, 15 vacation days, and 15 sick days annually.
